Preamble
We, Pigeon the First, by the grace of Gods King of Hollow, First among the Noble Equals, Duke of the Remaining Royal Provinces, the Lord-Mayor of the City of Hollow, the Most Excellent, the Most Just, the Defender of the One True Faith, Subservient only to the True Holy Gods, in agreement with Our Parliament, deem it proper to issue the following law:
Body
Article 1 - Prime Minister Selection
§1. The Prime Minister is a member of Parliament selected by the Monarch to lead the government.
- §1.1. The Monarch shall, by convention, select the member of Parliament who is able to command a majority of members in the House of Commons to become Prime Minister
- §1.2. If nobody has the confidence from a majority of members of the House of Commons, the Monarch may pick an Acting Prime Minister to lead the government until the next election.
Article 2 - Prime Minister
§1. The Prime Minister is the Head of Government of the Hollow Kingdom.
§2. The Government shall implement all laws and wield executive authority.
§3. The Government shall have the power to represent the Hollow Kingdom in manners related to foreign affairs.
- §3.1. Entering or leaving a treaty requires the approval of a majority of members of Parliament.
§4. The Government shall, through a designated Minister or another body, have the power to prosecute members of the Hollow Kingdom for crimes.
§5. The Prime Minister has the power to call for non-binding referenda that shall be conducted by any electoral body as established by law.
- §5.1. If no such electoral body exists, then the Monarch shall conduct the referendum.
Article 3 - The Cabinet
§1. Members of the Cabinet are appointed by the Prime Minister.
- §1.1. Any member of the Hollow Kingdom may become a member of the Cabinet.
- §1.2. The Prime Minister may dismiss Cabinet members whenever they wish to do so.
§2. Cabinet positions are as follows:
- §2.1. The Deputy Prime Minister, who is the Prime Minister's second-in-command.
- §2.1.1. The Deputy Prime Minister shall become Acting Prime Minister upon the resignation, successful impeachment, or announced long-term indisposition of a Prime Minister.
- §2.2. The Secretary of Foreign Affairs, who is responsible for representing the Hollow Kingdom in manners related to Foreign Affairs on a day to day basis.
- §2.3. The Secretary of Justice is the Government's legal advisor and primary representation in judicial matters.
- §2.4. The Secretary of the Home Office, who is responsible for the border, the questions on the join application and accepting or denying join applications.
- §2.5. The Secretary of Defence, who is in charge of military matters.
- §2.6. Ministers without Portfolio, who are the primary advisors of the Prime Minister and Government on select matters.
- §2.7. The Secretary of Entertainment, who shall be in charge of events and ensuring activity.
§3. The following Cabinet members shall be in charge of the listed ministries:
- §3.1. The Secretary of Foreign Affairs shall be in charge of the Foreign Office.
- §3.2. The Secretary of Justice shall be in charge of the Ministry of Justice.
- §3.3. The Secretary of Defence shall be in charge of the Ministry of Defence.
- §3.4. The Secretary of the Home Department shall be in charge of the Home Office.
- §3.5. The Secretary of Entertainment shall be in charge of the Ministry of Entertainment.
§4. Any Cabinet member (aside from the Deputy Prime Minister and the Minister(s) without Portfolio) may appoint Deputies to deputize them in the case of prolonged absence or assist them with their duties.
Article 4 - Administrative Stuff
§1. Roles shall be created for all Cabinet positions and deputy Cabinet positions.
- §1.1. A role shall be created called “Cabinet Member”
§2. A private channel shall be created called #cabinet and shall be placed in a new category named “Government”
- §2.1. Only Cabinet Members, the Prime Minister and Monarch may view this channel,
- §2.2. Temporary access may be given to this channel to invited by the Prime Minister, Cabinet or Monarch.
