Preamble

We, Pigeon the First, by the grace of Gods King of Hollow, First among the Noble Equals, Duke of the Remaining Royal Provinces, the Lord-Mayor of the City of Hollow, the Most Excellent, the Most Just, the Defender of the One True Faith, Subservient only to the True Holy Gods, in agreement with Our Parliament, deem it proper to issue the following law:

Body

§1. Whenever the Prince of Justice, the Prime Minister, or the Sovereign shall deem a bill before the House of Lords to appear potentially in conflict with the constitutional order, the Prince of Justice shall convene the Lords of Justice so that the Hollowest Court may issue Judgement on the matter.

§2. In these proceedings, there shall be no sides. However, the Commons and the Government shall be asked for comments. Anyone else keeping proper decorum may submit briefs.

§3. A Judgement voicing conflict with the constitutional order bars a vote from the House of Lords at large. A Judgement not voicing conflict with the constitutional order shall simply state that the House of Lords shall further consider the bill.
